Smart State

The public service must first and foremost benefit the citizens and residents of a state. Key principles are management by objectives, transparency, accountability, empowerment of citizens and the principle of subsidiarity in the distribution of competences. Volt will work to ensure that across Europe, public institutions in European Union member states are reformed using modern technologies and new ways of thinking to address the effects of years of economic crises and, in some cases, decades of neglect.

Administration

By digitizing and optimizing government processes, the aim is to create an administration that is as efficient and citizen-oriented as possible, barrier-free, transparent, secure, resistant to corruption, resource-efficient and easily accessible for everyone.

Education

One of Volt's main objectives is to make education available to everyone throughout their professional and private lives without restrictions, so that everyone is offered opportunities regardless of their age, professional background or origin and can freely develop their own unique personality.

Healthcare

An innovative, forward-looking healthcare system must not only ask how diseases can be treated effectively and patients cared for efficiently. Volt is therefore committed to a reorientation of the healthcare system that takes a holistic view of health - how it develops in the sense of salutogenesis and how it can be maintained and promoted in all situations and phases of life.

Pandemics

Volt calls for the implementation of nationwide, regular and ad hoc monitoring of pathogens in wastewater and the establishment of an independently funded, centralized body to collect and evaluate the data collected, e.g. under the umbrella of the RKI.

In the event of a pandemic situation, the first duty of the state is to make access to vaccinations as easy as possible (e.g. active outreach vaccination).

Internal security and justice

Volt wants "smart" European states to ensure smooth access to humane, fair, transparent, accountable and efficient legal systems and law enforcement agencies. Volt also has a zero-tolerance policy towards corruption, state capture, white-collar crime and corporate tax avoidance. These behaviors are contrary to European values and result in significant losses of public and private resources.

Promoting research

In order to secure our prosperity in the future and to be able to meet the ecological and social challenges we face, we are dependent on scientific and technical progress. Volt's science policy therefore aims to create an even more innovative and competitive research landscape throughout Europe, in which fundamental values such as freedom and sustainability are upheld at the same time.

Ensuring digital rights and freedoms

Volt will work to guarantee the fundamental rights of citizens and develop digital education and technological skills. Volt aims to create a new kind of politics by creating a forum for all citizens to discuss our shared future with emerging technologies and services.

The 5+1 Challenges

Volt has defined 5+1 fundamental Challenges that need to be tackled in each European country and in Europe as a whole.

Why 5 + 1 Challenges?

The 5 Challenges are basically the same for every country, but their implementation can be adapted on the national level to take into account local realities.

The +1 Challenge – our proposal to reform and strengthen the EU – is identical across all our national programmes.
